Within the TNO Research Program Rules as Code, TNO develops a structured approach for encoding laws and regulations, with the goal of making their practical implications more transparent and accessible to both humans and machines. The TNO Rules Governance Stack comprises an ontology to structure interpretations of rules, and a basic infrastructure of digital tools to support this methodology. Both are part of this repository. With the digital tools, users can make structured interpretations of any kind of rules (e.g. laws, corporate policies, codes of conduct) - optionally with the help of a transparency-retaining large-language model - and publish these. The structured interpretations can be fed into other applications to automate their execution. For instance, we are developing a chatbot for users to interactively learn more about specific rules (e.g. who may receive a certain allowance, and where this is laid down in the regulation). The method is based on the Calculemus protocol, and uses the FLINT language for interpretations of norms and rules. Support for other interpretation languages will follow in the near future.
